The Pragmacarta

Preamble

We, the people of Earth, recognising the instability created when influence operates without proportional consequence, establish this Pragmacarta as a measurable systems framework. Its purpose is to preserve the physical environment, maintain baseline human sovereignty, and align influence with accountable impact through an auditable, trustless structure.

The historical trajectory presents a strict mathematical binary: Network Alignment or Substrate Collapse. We reject the latter.

This Charter replaces moral adjudication with measurable system diagnostics. It functions as an open-source audit lens — operable by any sufficiently capable analytical body, decentralised network, or AI system — regardless of jurisdictional recognition. It is a diagnostic instrument, not a behavioural code. It produces readings. It does not compel.
